Windows won't boot, hope you guys can help.

Daughter was on her usual morning video skype with her boyfriends in the middle east, when according to her, it said something about a problem with internet explorer "she thinks", then it did a forced shut down.
Since then it shuts down and reboots every time it gets to the part just past the splash screen, where the mouse shows up.
Doesn’t say shutting down or anything, just the thump of the subwoofer having it’s signal removed and the monitors note that the computers off and it’s going to sleep. Then it boots again.
FYI: Windows 7 /Pentium 4 3.0/1 g ram/with 2 1T drives, one with the current setup, and the other with the original XP system that I migrated from in December.
I’ve tried the auto repair options by booting from the W7 disk. I’ve run several virus and the diagnostics from WD for the drive, but found nothing. Even tried abootsect /nt60 from the disk.
I’ve tried booting into safe mode in just about any configuration with the same shut down as a regular start up. Since I can’t start the system, W7 won’t let me reload the OS. Really don’t want to use the custom option as I really don’t want to nuke everything if I don’t have to. Especially because, if I don’t find the problem, I can’t be sure what happened, or that it won’t occur again. I don’t believe it’s a hardware issue, because I never wiped the old XP system and left it as a second drive in the system.
If I boot from that drive, everything loads and runs fine.
Looking from XP, I seem to have full access to the other drive with no issues as afar as I can tell with the drive (who knows though).
I’m finding it’s much harder to diagnose an issue when you can’t even boot the system.
Really wish I had made an emergency boot disk for this system.

unfortunately there are no listed restore points.
Also, the start up repair just come back and says it can't automatically repair the problem, but just list it as unknown problem.
Don't know if the what's corrupted, but since the drive is divided into a c: and d: with data on d, I'm wondering if I can reload windows using custom install to the C: drive without messing with the D: partition.
Then just re-link everything.
Really hate to end this not knowing what went wrong, as then I can't take steps to avaoid it happening again.

Is there a way of doing that booting from the windows CD?
Since I can't boot into windows off the harddrive, I can't access it from inside windows.

It won't boot in any of the safe modes, it reboots just past the splash screen.
