If you want to make a choice you have to choose between models from AMD and Intel. They don't make just one processor and sell it named Intel and AMD.
Personally, i think the Intel Core i7 kicks ass, but you should probably wait for more experienced users to give more detailed info.

The general consensus is that Intel has the edge at most price points.

But it is a religious debate like Mac versus Windows or Ford versus Chevy. So you will have zealots for both sides telling you that you are a fool for not buying what they bought.

If you have a top-end budget, either is likely to do well for you.

The new Intel I5 processors are a tremendous bargain for the performance level. You can build an Intel I5 based system for a reasonable budget and have a machine that will be an exceptional performer for the next 3 years.

If you want a real top notch set up, step up to the Intel I7 860 processor. The price is on par with the older quad cores and you will not be disappointed. Have a look at the specs of my build for a guide if you like. I spent about 1k on the build and could not be more pleased.

For encoding video files, a quad processor would do well. For the rest of your stated task any good duo core processor will do. As already said, AMD or Intel is a religious question. I like AMD because you get the best beat for the buck. But at the very high end (which you probably do not need), the Intel has a bigger selection.

you want to do other things while encoding video? like what?

I personally like intel because my experience has been that they run cooler and get things done quicker, saving battery life. But in the desktop space its much of a muchness.

Here is an excellent motherboard for $140.
Newegg.com - Intel BOXDP55WG LGA 1156 Intel P55 ATX Intel Motherboard - Intel Motherboards
Here is a tremendously powerful processor for $199.
Newegg.com - Intel Core i5-750 Lynnfield 2.66GHz 8MB L3 Cache LGA 1156 95W Quad-Core Processor - Processors - Desktops

You will need to buy some DDR3 memory for this build.
This will cost you about $25 per gig.

I agree - this on a par with Mac vs Windows, etc.

I'm sure you will get a lot of passionate recommendations, but go with what you can afford for what you want to do with it, realizing that you'll be in the market for a replacement in about 3 years. :)

(Personal preference is Intel - never had good experiences with AMD, but it has been years since I toasted an AMD by leaving off the heatsink for 5 seconds.)

I usually go with the chipset maker who is making the stronger chips at the best price. I think since the introduction of the Core 2 Duo..that Intel has been the leader hands down. For quite a while, the Athlon X2 was the CPU to beat and that is what I recommended now. Today, it's a different story...for the past 2 or 3 years AMD has been playing catchup in a major way and usually the top of the AMD line competes with the previous generation of the Intel chips. While the new Phenom II chips are making some headway...I don't think you save enough by going with AMD to justify the lost performance over a Core i5 or a Core i7.
