all videos are choppy on my PC using IE 10 both youtube and vimeo

ive tried to reset IE to default, but it was a no go.

I have the latest version of flash.


any ideas to fix it?

Are you able to test it on another browser such as Chrome? That will rule out if it is a browser issue or something else.

I think its IE. IF I REMEMber. That's why I switched my laptop to chrome.
