This is another of Zalman's "weird" designs, a round radiator which pushes air out of its perimeter instead of out of the case. Seems that would pump more heated air into the case.

Apparantly the last reserator's were pretty good so maybe this one will be too.

It does push the air out through the back of the case but some gets redirected over the VRM's. The air that is exiting the heatsink won't be more than a few degree's higher than the air entering it as with any liquid cooling. So should be good to redirect over the VRM's.
I reckon it will be a good choice for those that don't have much room in their case but they should increase the length of the tubing a tad.
