Recently I imaged a broken sever with 2008 R2 on it to a virtual machine. After I got everything working I went to activate however it wouldn't activate over the internet stating that there are too many activations. You click on phone support and it doesn't load a help file or offer phone activation. I had to follow this guide to get the option for phone activation.
Then you get the activation phone number, the installation ID, and boxes to enter in the activation code. It worked and I was able to activate Windows.
- Click on Start Menu.
- Type slui.exe 4 into Start Search, and then press Enter.
