Dude! Rock on -- I think that did it. The whole machine is running better.

For clarity:

1) I ran the sfc from the command prompt at boot
2) It said that a repair was in process but restart was required to complete (this it did about 2 or 3 times)
3) Then, I am not sure what to call this step, but the laptop automatically ran through a system checking in DOS, repairing files, something with orphaned files, etc.. (again, Lack of experience leaves me at a loss for proper jargon, but it went through 3 distinct phases)
4) Then on the next restart things are running much faster/smoother and the laptop shutsdown

Massive Appreciation * any thoughts and comments here also appreciated (as not sure I am totally out of the woods)

Also once McAfee is Uninstalled--what is suitable replacement for protection again virus, etc...

The Performance Issues are listed in the troubleshooting steps I posted earlier in the thread. You should know this if you'd worked through them as suggested:

How many times did you run SFC command? It should be run repeatedly until it finds no violations. It should also work from the Desktop Command Line: SFC -SCANNOW Command

There is no success in these cases without utter thoroughness. There are even more steps once we are convinced you have completed all of the others. Start at the top of the thread.

After combing through similar threads as this one, I discovered my experience with delayed start ups and hanging shutdowns had to do with a failing external drive. If you having this issue I would first unplug all external drives then boot PC... If there is no delay in start up or shutdown One of your drives is the culprit. Plug them in one at a time... Power up each time to discover which one is failing. Here's a thread I found after the fact related to this issue. external hard drive causing system to freeze on boot and shutdown

Win 7 Sp1 64 bit machine wont sleep/shutdown

I tried all the options listed below,

-Disabling Microsoft Services in the msconfig window
Verdict: Not necessary,as the issue persisted with or without enabling/disabling them...

-Trying to install a hotfix provided by Microsoft for sleep/shutdown problem
Verdict: It analysed if a patch was needed,and popped a message stating hotfix was not required for my system.

-Disabling/enabling network adapters in the device manager
Verdict:Not necessary,as the issue persisted with or without enabling/disabling them...

-Performing a diskcheckup at the next boot
Verdict: The issue persisted even after that,so,though this step helps in cleaning up the disk,it didn't solve the issue...

-Disabling/enabling 3rd party software services in services.msc list which consumes a lot of memory.
Verdict: The issue persisted even after this step...

What solved my problem was disabling virus protection before shutting down my system and enabling it once my system has rebooted---This worked like a charm!

(I am using Quick Heal 2016 total protection and feel like that in itself is a virus with the kind of problems it gave by messing up with all the .exe files in the system,not happy with Quick Heal for taking over my complete system and messing it up badly...)

P.S: My system had its O/S reinstalled after reformatting the entire disk before facing this issue(sleep/shutdown) ,so,technically we can rule out a virus attack,maybe the reformatting missed some previous virus which might be causing this problem,I am not sure,maybe someone can throw some light on that...

For now,I am happy that the issue is resolved:)

Windows 7 Ultimate x64

My system hangs a lot even after upgrading my hard disk and RAM to 250gb & 4gb.

It was extremely difficult to work in the sites like www dot exam-labs dot com/info/70-086 even though they doesn't use any complex graphics. I got system engineers but to them its a site issue or network issue but I'm using the same network with the same configuration in accessing the site through father's pc which works fine.
