That is an entirely subjective topic, and the answers you receive will vary greatly depending on preferences. Just have a look at my own system specs:

• Phenom 9600 Quad
• 4GB DDR2-800 Memory
• ATI 2400 Series Graphics (256MB)
• 8 Hard Disks

For me, Prometheus does the job that I need her to do. For other, it is overkill.

The absolutely most important thing to remember when buying/building a pc is to choose the best motherboard you can, even if it means compromising on CPU, Memory or Harddisk. A good motherboard will give you a far longer upgrade lifespan.

But generally, I've found that for the best performance in Windows 7, minimally you'll need to have a middle to upper class dual core processer (Intel Celeron or AMD Sempron don't count), with 4GB memory. Anything less than a 250GB hard disk is wasting your time. You'll also want a dedicated graphics card. Onboard graphics just doesn't cut it, even if they are using nVidia or ATI GPUs.

But as I said, this is entirely subjective, and what one user may consider minimum requirements, another user may feel is totally inadequate.

I agree. When building a computer, go with the specs that are better for you. The best specs are not always what will do the job you need.
