How long does it take to format a 16GB thumb drive?

I purchased a 16GB SanDisk Cruzer thumb drive yesterday.

I decided to format this morning to get rid of the bloat on it, but I've been sitting here for a least 30 mins and it's still going.

How long does this process usually take for 16GB thumb drive?

Finished formatting, but I'm still missing at least 2GB of space, and it only shows 14GB free space available even though I'm not using any space on the thumb drive, yet.

I think I should at least 15GB available, why is this 16GB reserving over 1GB for itself?

If you can boot from this Thumbdrive then there is a Boot sector for the BIOS to pickup that maybe one cause

16 GB as advertised is the decimal or marketing 16 GB, used by manufacturers. Your computer reports in binary or true GB. So the true capacity is only 14.9 GB.

Some space would be taken by the files needed to make the drive usable.

Also the Bigger the Drive the more Space is "Missing" in some respect E.g a 1TB Drive may be only 950GB in True Capacity form

Available space on the drive varies from different formats (i.e. FAT32, NTFS, etc).
