Run a virus scan and check whether your USB device - I presume it is a pendrive - is infected. Your computer also needs to be scanned and cleaned.

If after this the problem persists, check your ports with any good pendrive. If it is OK then one can suspect the problem pendrive is faulty. I would backup all data in it , full format it and check again to be doubly sure.

Try touching the bare metal in the rear of the case before and as you insert the USB. It sounds like a short in the front panel USN connectors.

OK, so you have tried in the back USB ports and do not have this problem, then I would say that you front USB port is shorting out somewhere or the port it self. Check the case wiring and make sure that the insulation is not damaged any where allowing the wire core to short against a metal object.

nope it did not restart

That most likely means the front panel has a short somewhere. Check the wires fron the front panel closely and make sure none of them has a break or the insulation is broken. It does not take much. Alos, check if the front panel wires are against a CD/DVD or other periphial installed. If so try insulating the wores from it. Some cases have an issue with the front panel shorting out.
