Solved PC restarts when external USB drive is connected

My motherboard is Gigabyte H61M-S.

GA-H61M-S (rev. 1.0) | Motherboard - GIGABYTE India

I always use mutlitple internal hard drives with my PC with a different OS on each of them (like Windows 7 Home Basic 64 bit, Fedora 29 Workstation 64 bit, Ubuntu 19.04 64 bit, BSD Linux etc for learning purpose) and I boot my PC with only one hard drive connected depending on the OS I want to boot. I never keep all the internal hard drives connected. Each of these hard drives has only one OS on it. No dual booting at all.

I have one USB 3.0 1 TB WD external hard drive. I have been using it with all the internal hard drives with the above mentioned operating systems (and other PCs and laptops of mine and my friends') for more than 2 years now without any issues whatsoever, but a few days ago the front USB ports on my PC started behaving badly as they seem to lose connection to any USB device within a few seconds for reasons unknown to me. Sometimes they won't recognize any regular USB device plugged into them. It could be mouse, keyboard, pen drive, printer, etc.

Since, I did not have the money to buy a new CPU case, I started using the 4 back USB ports on the CPU, which were on my motherboard. But a strange pattern has emerged. Whenever I plug this particular external hard drive into any of the 4 back USB ports of my PC, the PC (no matter what the OS or the internal hard drive is) restarts automatically for no apparent reason.
It is worth mentioning here that all 4 of these back USB ports are working fine with any regular USB device with USB 2.0 or USB 3.0 capability like mouse, keyboard, pen drive, printer, etc.

My Gigabyte H61M-S motherboard has 4 USB ports. None of them is USB 3.0, but this should not be a problem as my USB 3.0 external hard drive is supposed to slow itself down to USB 2.0 as far as I understand and it did so successfully when I was using the front USB ports without any trouble just a few days ago.

I have since used this external hard drive with 4 below mentioned devices successfully despite the fact that none of these 4 devices (2 PCs + 2 laptops) has a USB 3.0 port. They have only USB 2.0 ports.

2 PCs - one with Windows 7 Home Basic 64 bit and one with Windows 10 Home Basic 64 bit.
2 laptops - one with Windows 7 Home Basic 64 bit and one with Windows 10 Home Basic 64 bit.

I know for sure that this external hard drive is working fine, its connection/data cable is also fine. It is only my PC with the above mentioned Gigabyte H61M-S motherboard that it has issues with. I also believe this is not a software or OS related issue. Or do I need to update my motherboard's BIOS?

I even tried using this external hard drive without connecting any of my internal hard drives, but still the PC continued to restart automatically.

The only reason I can think of for this unwanted restart is the fact that a USB 3.0 device when plugged into a USB 2.0 device normally needs more power to work with. Am I right?

I am at my wits' end so please guide me.

Hi Tech,

Looking at the screenshots
Its not recognised as a boot option - check BIOS.
(those back USB ports need to be allowed/selected as a boot option)
This is somewhat confirmed as it works on your other MoBo

It shouldnt matter if its USB3 there backward compatible.
Running a USB3 SSD on my USB2 only lappy its only slighly slower.
