Here's part of the reason why.

Why 7? - Windows Vista Team Blog - The Windows Blog

The Windows Blog said:
We learned a lot about using 5.1 for XP and how that helped developers with version checking for API compatibility. We also had the lesson reinforced when we applied the version number in the Windows Vista code as Windows 6.0-- that changing basic version numbers can cause application compatibility issues.

So we decided to ship the Windows 7 code as Windows 6.1 - which is what you will see in the actual version of the product in cmd.exe or computer properties.

Later  Ted

To some extend you could say that it's a fresh OS, but certainly not a fresh kernel.

Yeah XP with the classic theme really felt like 2000 with a few more features. Not much difference other than that.

That doesn't specifically say it's Vista, just says it's 6.1 Build 7000

That's because Vista is a "beta"/unfinished version/product released for people to wait until they can pull out a final version, Windows 7 :P

(sorry for the sarcastic joke)

Actually, Vista is the built-from-scratch OS, and Windows 7 is built on that foundation created by Vista.

That's why it took 7 years to go from XP to Vista, but only 2 years to go from Vista to 7...

Dzomlija has hit the nail right on the head. But what's the problem guys. If you are in the school that says (like me) This is Vista tuned, as it should have been, or, new source code, it is , without doubt, obviously looking like what we have been waiting for. maybe in five years, even faster? But this one satisfies my needs.

Agreed, Vista was a good enough transition for me, 7 will be perfect.

Part of the reason the transition to Vista was so horrible was because many manufacturers failed to get off their asses and make drivers and software for Vista after how many Betas??? Once drivers and software (and hardware for old harware with incompatible drivers) started coming out, Vista wasn't bad at all.

Yah gotta agree there. ati did just that to me. I had their all in wonder pro 128 agp and after nearly a year of fighting with ati to get drivers, (they never did get full support for the wdm module so the tv never did work), I finally relented and got a happauge tv card. I still really like Ati but I feel very angry that they were so very slow and incomplete with their product support for Vista. Its as though they thought that if they'd ignore it long enough that Vista would go away. Well Now there is 7, Hurrah.

I've never liked ATI, I repaired my mom's boyfriend's computer when I was in 4th grade and I had him buy a new ATI card and it was so much trouble. So I learned early on to stick with NVIDIA :p

So now I'm a Senior in High School and I don't even look at ATI, only NVIDIA. Don't get me wrong though, NVIDIA most certainly has their issues...

Stick with NVIDIA right? ;)

I'm a first time ATI user after being with NVIDIA for a long time. Like most devices, it's the drivers that make or break it. Surprisingly, the card itself is pretty good. Catalyst Drivers do suck a little though. Then again, there have been some Forceware shockers :)

And yes, 7 is a refined Vista. As long as the end result is a good OS, who cares where it comes from? :p

It's probably the 'mini-kernel' that's the 'new' thing in 7 that people are thinking is built from scratch.

Haha thanks for finding my typo, I edited it :D

Yeah the Catalyst Drivers suck. For the most part, NVIDIA's drivers at least...work? haha

Yeah Windows 7 looks to be a nice OS, they've got a lot of things to work on for sure but already is very nice.
