Repair windows via CD gives me a blank page

hey guy, I have this problem with my Laptop...
I have a windows 7 32 bit and for some reason it wont load. Its just stuck on the windows logo and nothing happens. I tried going into Safe Mode, and all the other F8 options but nothing works.

So I read a little online and they suggested I repair the windows with my CD which I got when I bought the laptop.

So I inserted the CD and I clicked on the repair button. Now I get a blank page with nothing on it... No repair stuff...

What should I do?

Test your RAM - Test with Memtest86+.
Try removing a RAM stick, try again, then swap sticks. Check slots for debris.

Test your HD using maker's HD Diagnostic extended CD scan, followed by Disk Check on all partitions run from the DVD/Repair CD command Line - press Shift + F10 at first screen or enter System Recovery Options.

Try unplugging your DVD drive when you boot into flash stick. Are you getting to the screen you showed on both flash stick and DVD? How long are you waiting for Repair to load?

I tested with Memtest86+ and nothing is wrong :)
I didn't test the Hard Drive yet because I didn't quite understand what am I supposed to download, can you provide a direct link?

Can you open the HD bay door to look at the make to download it's maker's HD Diagnostics? If it's WD in your specs use Data Lifeguard DOS CD download, burned to CD with Windows Image Burner.

If not use Seatools which works on most models. Extended CD scan followed by Disk Check.
 
is there any way you can take a picture of the blank windows/screen and post it?
