How to set user level policies in Win 7 Pro

I have a pc with Win 7 Pro RTM, with two user accounts.

The one account is for pc management and my Dad to use, so it needs everything enabled (account is an administrator).
The second account is for visitors to use, so I wish to disable many features in Windows to prevent people messing about with the machine (normal user account).

I've tried the group policy editor, but this works at a computer level, not at a user level as far as I can tell, and thus both accounts are affected.

Is there any sort of user level tool I can use like the group policy editor, to lock down the visitor account only?

Well first thing you do is create a standard user. then use parental controls to limit, then if you need modify policy edit to lock it down still further by limiting std user group

I had already looked at the parental control option, but the options there are far too limited and don't suit my needs. I'm looking for access to many of the limitations the group policy editor is able to provide, but on a user level.
