windows 7 will not start stuck on a blue screen

when i try to start my hp notebook it freezes up on a blue screen its not totally blue it has streaks of light on it

its exactly this yet without the install not window, its just the background and nothing else. i can still move the cursor. I have tried start up repair and it said it can not fix the problem, and i hit f 11 and tried to reset it to its original state and i still get the same blue screen. Is there any way to fix this? the laptop has no cd drive.

I tried all of the different steps starting with the first.
on the third option i did what was asked. i put the iso on a usb and i switched it to use the usb on start up and i get the message missing operating system on start up...
is there anything else i can do? this is stressing me out a bit.

i did not say i completed anything i said i tried to. i thought it would be obvious seeing as how im still asking for help.
No matter what i try to do i get taken to the same blue loading screen. safe mode system repair everything takes me to the blue screen. no one has told me why i could be seeing the blue screen. You just throw a bunch of junk my way and think if i try all of them one has to work. do you even know what my problem is? do you? because if you did wouldn't you be able to offer me something that would acualy help?

Im going to TRY the ultraISO thing. something i dident know i had to do. I love how people just assume everyone knows everything about computers. maybe that was a step i missed because im stressed out? or maybe it would have been nice to know from the start. did you think i was telling a lie when i said i tried the other options? why would I? so if your going to help me that please just help me and dont ask me "how did i if i didn't" questions because if i have to explain that i tried to make it work and it didn't in any other way im just going to take my question elsewhere and hopefully people will be less snarky and more helpful. if you dont want to help me dont reply to my post?

if you dont know why im seeing the blue screen then why respond at all?

so I was only asking how you completed the other steps without being able to boot a disk.

There's no need to become abusive to a volunteer trying to help you, saving you hundreds of dollars in shop time. Just answer our questions and move on to the next steps. Otherwise the moderators will throw you out quickly.

You'll need to be able to boot a disk or stick which is why I gave you an alternate method to write to the stick so you know you have a stick that's bootable.

Then trigger the stick when the PC boots by tapping the key given for Boot Menu, or set the stick first to boot in BIOS setup similar to how it's shown in How to Boot A Computer from CD or DVD - YouTube
