Cannot open/copy files I have 'Full Control': "you need permissions"

I cannot open/copy files within a folder containing web files. Basically the files that make up my website in a PHP-based CMS, a bit like Wordpress.

All the files appear to be created by someone else, but I bought licencing rights (i.e. they are website 'theme' files).

All the files were fully editable/working on my last Windows installation. This issue is affecting my new Windows install.

The files are a mix of PHP, images, JavaScript files etc.

Let's take an example PHP file:

General info
  • File name is in green
  • I can't open the file in my default text editor "Can't open file xxxxx"
  • I can rename it
  • Folder path + file name is well under 100 characters
  • I cannot copy the file to any new locations: File Access Denied - You need permission to perform this action

Security tab
  • When I first open Security, it has a ? and a long string of letters and numbers listed, but that list disappears after a second or two
  • All Groups/users have Full control but none have Special permissions
  • Groups/users listed: Everyone, SYSTEM, <my current user>, HomeUsers, Administrators, Users
  • If I look at permissions for each group, they all list Full control and have inherited values.

I have tried using a little program called "Unlocker" but that didn't help.

I have looked at lots of other threads. Most talk about deleting files which is not what I am after. Some talk about the file being actively open by something else but I'm 99% sure that's not the case, given the type of files they are. I haven't been able to do anything with these files since this install of Windows.

Can anyone help?

Usually just taking ownership of the files will allow you to access them again. The link shows you how to do this.

Thanks for your help. But taking ownership didn't solve it.

I came across the How to Encrypt or Decrypt a Folder or File in Vista, Windows 7, and Windows 8 tutorial which mentions the trial of "Advanced EFS Data Recovery".

I don't have the certificates - I didn't encrypt them anyway. It seems the problem comes from files created by someone else.

The Advanced EFS Data Recovery trial only decrypts a few files for free - a licence is required to decrypt the others. However, MEO File Encryption Software did the job.

It seems like a joke to me that someone with the right software can view these files (which I own the rights to use/edit).

I see encryption is a complete waste of time.
