As a sidebar: What is this item called? Maybe it is used to fill oil/kerosene burning lamps.

Is the top bar a handle? If so, it seems like it would get in the way.

possibly it is a lamp lighters wick, who would go around lighting the lamps maybe it went on a stick to reach the tall street lamps
