I am having a similar issue when I try to make changes through the command prompt. It says that I need to run as an administrator. I have gone through the steps of making myself the administrator, which I already was, but it is still insisting that I am not. How to I fix this?

I know nothing of NPAV. Because of the problem starting right after installing NPAV I would remove NPAV. Their is a tool to remove it.

(Download) Net Protector 2013 Removal Tool Download (Uninstaller)

Then I would go to a restore point before this problem started.

Next step would be to install Microsoft Security Essentials.
Then check and see if your permissions are correct.

Microsoft Security Essentials - Microsoft Windows
