PC reboots slow or not at all

I don't have the complete dump option. Only small and kernel.

You should configure the dumps for small memory dumps and make sure you have a Minidump folder in C:/Windows. If there is not one there, create one. Apparently some of the cleaning you have done has cleaned almost everything out. in the SF diagnostics, there are no dump files, no Windows error reporting, and no event system text or event App text. There is really nothing to go on. Based on the error you posted, I agree with Andrew, you should download the Data Lifeguard for DOS (WD Support / Downloads / SATA & SAS / WD Black ) and run both the short and long tests. Tried downloading and running Data Lifeguard for DOS as stated above but I get this error message.

Sorry to interrupt.
If you can access to all your files and folders, just backup it all to another media.
If you cannot access to all your files and folders, then use OTLPE or Linux Live CD to get to your files if you can.
Then reinstall your Windows 7.
Why?
I faced your same predicaments last year. NOT RESPONDING all the time, the boot or POST for 1 hour or more. Reset to factory default only reached 90 percentiles and had to use RECOVERY DVDs to get back to working conditions NOT USABLE CONDITIONS.
