Computer works fine at the computer shop, but at home the FPS is low

This is for a friend by the way.

So he got a new gaming computer, he set it up at home and started playing Skyrim, the FPS was shit so he brought it to the shop. The professionals tested it and the fame rate there was fine. But then he brought it home and the frame rate turned shit. I made sure that there was no "Home Streaming" enabled because that is known to drop FPS in steam. Also the computer shop he got it at is extremely trustworthy, so i doubt there is some sort of support scam here. Do any of you have any thoughts? Here are the specs.

GTX 770 TwinFrozr, 8gb ram, and and I5 Cpu

He only gets low fps at home, it has never been good at home. Only good at the shop.

I wonder if this could be an internet issue? Are you sure you're getting low FPS and not just getting bad internet that is causing latency problems? Its weird that at the PC shop everything works fine.

I don't think so, Skyrim is single player and has no online features at all, most likely a problem with the plug socket at the home address, my games used to be low FPS before I moved, but I found out that my socket could only handle 5 amps.

Electrician will need to come round to assess the output of each socket, there maybe a socket which draws more power from the grid, so enquire first.

If they pick one of these up P3 - Kill A Watt then plug it to the wall and pc to it then it will tell them what they are trying pull and what it will stand. Awesome tool.
