Sorry, I'm completely out of ideas as to how we could get the .dmp files to be generated. I'll have to spend some time researching this a bit more.

I appreciate that, I went through all the options I could think of myself before turning here. Do BSODs even help you without dumps? I am curious if I should continue posting them

No, I have no evidence that it was the HDD. In the absence of any other suggestions (and I'm still coming up empty) I was going to suggest doing a clean install (either to the existing HDD or a newer SSD) if you choose.

Before you take that step, lets check the HDD - something we haven't yet tried right?

Run the SHORT test of the Windows version of SeaTools please:

I believe I have already done all these tests but I did the SMART check, the drive self test, and the short generic test and my hard drive passed them all, I don't have any large enough backup media to do a flatten and reinstall on my current hard drive so that solution will have to wait until I can get a chance to get an SSD

If most of them are ntfs, directx, and system service exceptions (which is what I see here the most), and memory tests out OK, then the likelihood is this is driver related, a kernel-mode driver specifically. I'd put good money on either the disk controller driver or the antivirus driver, so we'll have to see how things go from here.

I tried it with MSE, NOD32, and no antivirus at all and still got bluescreens. I've ordered an SSD at this point so hopefully that will, if not fix the problem, at least allow minidumps to be created.

It's another crash in Chrome - can you please configure your system for a complete memory dump, and zip \Windows\Memory.dmp then upload to a file sharing site the next time the crash occurs? Minidumps are, for the most part, useless for things like this.

The system checks an exception in kernel mode, and if it would result in a user-mode unwind, the system bugchecks with this code (0x3B, SYSTEM_SERVICE_EXCEPTION). What this means is that you (very) likely have a driver that's causing issues, assuming your system RAM has passed MemTestx86+ testing. If that's the case, Driver Verifier is going to be required (enable, reboot, wait for another crash) to catch the culprit that's actually causing the exception from user-mode. The settings discussed here are appropriate.
