Hi today when i switched on my computer my folders on the desktop disappeared some folders also disappeared like downloads , my music , my pictures. My desktop background turned black.I tried system restore and the users folders were restored but some of my desktop folders was not fully restored.

I uninstalled my antivirus "Bitdefender total security 2015" and installed a new one 360 total security and i restarted, when my pc is shutting down a error message popped out it wrote "windows cannot open cmd32.exe or something" After restarting my folders were gone again and i had to use system restore and the same files was restored

Welcome to forum,
you Hard disk is good.... otherwise you dont even get into windows screen.... if you do system restore it will restore to the previous date.. so some of the icons you created after that date will not get restored...
did you try to start your pc in safe mode...?

There are two following reason behind that
1. If you can’t able to see your task bar & your desktop icons, that means explorer.exe have not loaded properly.
2. Might be some of Virus has changed the files attribute set as Hidden, and also changed the Setting of appropriate registry settings.

See here for more details..desktop icons disappear
