Can ping, but can't connect through a browser

Before I go into detail, let me say that I know that this sort of thing has been reported and solved several times before (I did spend a lot of time searching), but none of the solutions I've tried worked. Please don't just re-direct me to another topic.

I'm working on somebody's computer, and he reported that the browser doesn't work. Other computers on the same network could connect. It doesn't work on mine either. As the title says, I can ping websites, but if I try to load Google (or any other site) I get "Firefox cannot find the server at [whatever.com]", or "This page cannot be displayed" on IE.

These are things I've tried so far. A few of them I didn't expect to work, but I tried them anyway:
  • netsh int ip reset c:\resetlog.txt
  • netsh winsock reset
  • netsh winsock reset catalog
  • ipconfig /flushdns
  • ipconfig /release, ipconfig /renew
  • Norton Removal Tool (I found Norton Internet Security remnants in the registry)
  • Resetting Internet Explorer settings.
  • Modifying these registry settings.
  • Safe Mode with Networking.
  • Disabling the firewall.
  • Running avast! and Malwarebytes to remove any malware (just PUP toolbars).
  • Manually setting Firefox to not use a proxy server even if the system settings have one.
  • Running the Network Troubleshooter (couldn't identify the problem).
Does anybody else have suggestions?

It does not work when you log on to his computer using your credentials?
It does not work when you plug your computer into his network jack?

Does surfing to 63.96.4.56 (Google) fail?
