constant CPU spikes when gaming/watching video

OK I did all of that but i'm still getting the spikes even under very low stress stuff like watching a YouTube video with no other programs open.

Try using a different browser and see if the spiked continue. Your specs say FF, so I would check with Chrome or IE.

Might not be related in your case but I had the same problem when updating to the latest Skype which would cause all video/audio playback on and off line to stutter and freeze whatever I was doing for a few seconds at a time and at present I could only solve it by going back to an earlier version of Skype (7.2) or quitting Skype completely and if you're using Skype might be worth trying to see if that's the cause

Alright, I see I was not through with my suggestions.

Can you please (one step at a time, not all together at once, move to next if one doesn't help)
- disable C1E in BIOS, login, see if it helps
- start in safe mode
- perform a clean startup http://www.sevenforums.com/tutorial...ation-conflicts-performing-clean-startup.html

@Dude: The problem is persistent in games too, not only a browser issue.

Several members have offered some suggestions. You answer some, but not all of them.

Please try what Gokay suggested, and also let us know if you are crashing with BSOD's

OK I've done most of whats been suggested and the problem persists but to clarify here is what I've done:
My cores were already set to sync all and all are running

I've tried a system restore, did not work

turbo on and off didn't change anything

Noticed nothing in task manager that was spiking

C1E off or on changes nothing, it's currently off

It's not a browser or Skype issue

Tomorrow I will try safe mode and a clean start up.

Also somethings have developed: During one of the spikes my screen went black and i was told that my Nvidea Windows kernal mode driver failed but was recovered(didn't have time to wright it down so it isn't exact sorry), Does this mean it could be a Graphic card problem and not a CPU or Mobo one? Startup is slower, I have about 5 seconds of a black screen before the MoBo logo comes up that wasn't happening before another 5 seconds of black between windows logo and sign in also didn't use to happen. If it is a GPU problem should I use Furmark? I heard that that is a good program for checking for errors in GPUs but I've never used it.

I don't know if this relevant information but I played a League of Legends game earlier, I usually get about 200ish fps but i was getting a constant 15-20 fps all game.

I guess you still haven't tried Safe Mode and Clean Startup?

It may be the GPU, maybe a driver issue?
Did you check your temps by the way? HWInfo should do the job.

After the above, you can clean re-installing GPU drivers. Perhaps try a version or two older ones too.

Will try safe mode and clean startup after I get up(Just got home from work), my temps were about 35ish C for everything exept GPU which was 45ish C. How would I do a clean install of GPU drivers? or go back to an older one?

It involves running an uninstaller software in safe mode (revo uninstaller free, driver sweeper - no idea if still viable, driver fusion, etc). Then reinstalling same or older drivers.
