constant CPU spikes when gaming/watching video

Recently(last couple of days) I have been getting constant CPU spikes of up to 100%, they last about 5-10 seconds, make everything stutter and almost freeze, no crashes as of yet, also playback on audio and video seems to be messed up even when the spike is over, sometimes it sounds staticy, other times it the playback is extremely slowed(taking 5 seconds to play 1 second of video/audio). Happens Across Programs too, as in chrome and wmp both have the slow playback problem. Seems to happen most commonly when I load a video/game. I have done a little research on what can cause this and I am fairly certain that it isn't a virus(I've done a full scan several times with Malwarebytes and came back clean), it also isn't dust as the computer is new (about 2 months) and the results from Speccy say i'm at about mid 30s for CPU,motherboard and storage, GPU is at about mid 40s. Any help would be greatly appreciated as I am unable to play games which is what I bought the PC for. If you need more information please let me know. Specs Below

Set all your cores to Turbo up to 4.0 GHz in the Bios, see if that helps.

Go into the bios, enable sync all cores, then find cpu features, could be near the bottom and change each turbo limit to 40.

Save and exit bios.

Since this is only a few days old issue, did you try a System Restore to a date prior to the issue?

If I AddRAM's Suggestion doesn't work ill do a system restore, I'm reluctant to do one as it messes with some programs but i'll give it a shot.

When you run System Restore, in addition to being able to choose a Restore Point older than the last one, you can run a scan to see a list of programs that would be affected by doing the restore.
Then you can either decide not to do the restore, or uninstall the affected programs and decide whether to reinstall them after the restore.

I wasn't able to figure out how to change the turbo limit in the bios, anything related to turbo was enable/disable only. It doesn't look like anything major will be affected by the system restore so i'll do that now and see if it helps. Update soon with results.

I believe AddRAM was trying to run the CPU at max performance to eliminate downclocking issues. You should be able to achieve this if you:
Go into Control Panel - Power Options - Select High Performance - change plan settings - change advanced power settings - processor power management - Minimum processor state - 100% (if not 100% already)

I restored Chrome to an earlier time and that gave me my extensions back. Also I have no option minimum processor state, all i have under processor power management is system cooling policy(which is active).

I was at balanced now i'm at high performance. Disabled and enabled c1e repeatedly didn't bring the option up.

I don't know if I should be looking at core clock or core usage, my clock is about 3700 MHz to 3900 MHz, my usage is is 00.0 to 78 averaging about low 20s

You should check Core Clock, since clock is 3700-3900 - turbo is still active.

Can you also go into BIOS and disable Turbo (clock should drop to 3500)? If it doesn't help you can enable it later.

Do you see anything in Task manager when the spikes happen? Sort by CPU to see.

I haven't noticed any specific program in task manager but ill keep an eye on it also I will turn off turbo.

Na, I wasn`t trying to do this, then you`re constantly at that speed, a true OC, but no, that`s not what you want.

All I wanted you to do was raise the Turbo ratio on each core to 4.0 GHz, that way each and every core can turbo up to 4.0 GHz when it needs to, instead of the stock numbers.

On an MSI board you want to find CPU features, in the OC section, near the bottom.

Your manual should explain it.

I had an MSI Z77A so.....

When you go into the bios, do you have different options for a normal mode, an OC, an OC Genie ?

If you go into the OverClock section you should be able to scroll down, you want to find something to sync all cores, if you enable that each of the cores might show up and you could change each core, I had to scroll down to a heading labeled CPU Features, when I clicked on that I could see each cores ratio, then I could set them to what I wanted.

What cpu cooler are you using ?
