I did an upgrade and my toolbar went to the classic style. How do I change it back to the one with the round start key?

go to control panel ---> personalisation and select an aero theme and if that fails, consider uninstalling the update that you did.

My disk crashed an it was rebuilt by IT, but this rebuild has a bunch locks that the previous version didn't. I've got the corporate background, but I'm stuck with this toolbar. They can't figure out how to change it either, that's why I thought it might be a knowledge deficit rather that a security access deficit. Thanks anyway, but Personalization won't let do anything, and I assume they've already tried that.
