and finally uninstalled all of Office 2013 Pro and reinstalled Office 2013 Office Pro and having same problems.

Could there be something in Firewall or my Advanced System Care that is blocking this?

I've had the issue before with either 2007 or 2010. Turned out the temporary internet files folder was corrupted. Reset IE and all was well again.

I would check in Internet Options & Mail under Control Pannel to see if there are any settings that could be causing this. I've seen issues with emails with people where some Security & Content settings in Internet Options will cause images to be blocked. Do you know if this email account you're using with Outlook is a IMAP account or a POP3 account?

It was POP3 and I did check Internet Options in Explorer and matced settings to a posting from Microsoft on one of their forums. No luck.

What is your email provider? Is it through Exchange, or is this through a 3rd party site like Google, or Yahoo? Is it an email provided by your ISP?

If this is a business email or email through MS Exchange, make sure there is no firewall blocking images in pictures that you are sent.

If this is a web hosted email, I would check the web hosting email site to see if the emails contain the images while viewing them from there. If you're ISP hosted email, they should have a web access location as well.

Also since it's POP3, make sure there's nothing within the SMTP POP3 settings that disallow images/files/ect.. to be downloaded. Make sure no setting were changed to disallow external content to be downloaded.

Unfortunately I will never get the answer to this question as I gave up and reinstalled W7 Ultimate and Office 2013 Pro. All is back in working order. I do split my OS on C: from any data on D: so this operation is fairly painless, however it did take a full day to load all of the W7 updates.

Thanks to everyone for suggestions. It is very helpful to have other ideas when trying to fix these issues!
