Arrow keys not scrolling in windows explorer

I suggest creating a new account and test to see if the arrow key problem exists or not. If yes you can keep the new account and copy everything except some account specific files from the old to the new. Continue testing until you are satisfied all is working correctly then delete the old account. If no difference just delete the new account.

Fix a corrupted user profile
After exhausting the other avenues this would be worth trying.

Did you read my last reply? I've tried sfc 3 times, chkdsk /r, system restore etc that was suggested by all the fellas here but nothing worked, checked the hard drive failure sounds but none matches mine. Though I've noticed a driver error in Device Manager for IDE controller but can't find the driver.
try reinstalling the chipset drivers from the dell support site.
I wouldn't believe the bad controller driver would cause the arrow problem.

I looked on the Dell site, but couldn't come up with anything for an IDE controller, especially for other devices, it may help if you ran the system analysis at the Dell link; Could you be more specific, is your machine stock or is this for an extra USB or HDD?

If you still can't find one, you could uninstall the problematic one then restart your machine and see if windows can help with one that is stored on your machine or look for you on the web.
The only other place the driver may be would be in your Dell Factory Image Restore partition, if you have one, and at the present time I would have no idea how to extract it from there or if it is even possible.

No its not anything external, its the original internal HDD.

:confused:where were you before man???!!! Turns out the problem was simpler than everybody expected. It was a corrupted user profile indeed, and all folder problems are solved. :thumbsup:

But that chirp sound is still there while opening some pics in Windows Photo Viewer.:(

Nope, its not from speakers its there even when audio is muted. And I would myself have also known if it was from speakers.

I would reply for this tomorrow, right now there is a lot of generator noise in house, so I'm unable to hear the chirp or any such low sound.

Cpus can make noise at times kinda like a whine. But it's super rare and I've only encountered it it in super slim laptops with no fans and only under some load. My mac would do this in Windows with poor apm management. It was not speakers or the power section of the motherboard. Your's sounds like it might be your hdd seeking your hearing though. Definitely report back with another programs results.

OK I tried opening the pics (on which Windows Photo Viewer was causing the sound) in MS Paint and MS Photo Editor and there was no sound.

to be honest I do not know why one program and not another would cause opening a picture to chirp.

I did find one thread that says it is caused by a high ISO setting: https://Photoshop Adding Noise to Photos Suddenly | forums.adobe.com in his second reply the thread starter Pallid mentions that after saving his photos in .jpeg then opening with photo viewer he gets a terrible noise, not a chirp.

Granted it is photoshop but it suggests that some viewers may have a problem with high ISO settings.

Nope. They are downloaded from internet, and not even from a particular site.

I could suggest checking the properties of pics that chirp and don't chirp then scrutinize the properties of the ones that do to see if there is a correlation between the ones that do and don't, like Pallid did. You might be able to narrow it down to certain websites.
Then you'd have to figure out why these sites pics produce the chirp.

Do you scan your copies/downloads of pics for malware? I know its tedious, but I scan everything I get off the net. Use your antivirus program or you can try an: online virus scanner | google search.

At least, it seems, it isn't your HDD.

I don't think there's a malware problem, I've performed deep system scan after these problems occurred, and it detected all 2 or 3 threats that there were. And my windows and antivirus firewalls are always active along with browser extension.
But I'd check for some other things coming to my mind now.

I couldn't find anything common among those pics; various sources, various dimensions and I keep all pics in .jpeg format. I group my pics by tags so I tried un-grouping them, removed tag and then re-tagged again but the result is same.
