Turn off reminder of window positions and open folders in full screen.

Hello all. i'm using windows 7 and when move a window or application in a place and i close it when i open it again goes to the last position used. i just want when open any folder or program the program opens centred in the screen, not in last place where i left. i searched alot and i dont find the solution...

Also i'm interested to know how to open all system folders and apps in full screen mode... this stuff should be default as windows default options...

Right-click on the icon of the folder that is not opening in full screen mode -> Properties -> look halfway down the window to see Run -> change field to Maximized.
