Basically from my understanding IE11 for win7 is messed up ver unlike the ver in win8, the browser settings default seem to be set to edge (I think any MS brsower was set to edge before... but in case I wrong it may mean the browser is set to use Win10 edge)
My theory though is that since flash is build-in in win8's IE11 most sites think we use the win8's version and looking for the addons on the wrong place
Anyway a mini fix I found was to open the developers tools using F12, go to EMULATION tab and change the Document mode and User agent string to 10 (in both)
However after closing the dev tool window the settings will move back to default...
MS showed we can use this reg if we want to force it to use 10, though it just for the document mode

Another mess-up way to it is by download free app that let you hide the dev window (though it really mess up imo)
