You need to modify a key in the registry!
Backup your system first, preferably a full disk image, lesser alternative Restore Point.

Click

rb: in searchbox type regedit. click on entry, navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Themes
click on
Themes, not the expand arrow >
Double-click
ThemeChangesMousePointers DWORD key and
change value to 0
You will also notice the
[FONT="]ThemeChangeDesktopIcons[/FONT] DWORD key. This particular key holds the setting to allow or prevent a theme from changing desktop icons, if the theme features a set of new icons. However, the Windows Themes you download from Microsoft aren’t likely to feature new set of icons, so you probably don’t need to modify this setting.
