Home Prem Admin Login - Cannot get Safe Mode Command Prompt

I'm working on a Home Premium Win 7 and I have tried to get Safe Mode Command Prompt to work using F8 but it just doesn't - goes straight to Safe Mode Login Screen. Sticky Keys stuff interferes with 5 Shift key method of entering command prompt. Therefore, I can't issue net user command.

Owner set herself up as "Guest" account. It's the only account.
I don't have Home Premium media.


Would LOVE some help here...

I don't have Home Premium media.

Is it just the Windows 7 Home Premium media that you need for the repair options?

If so, you can achieve this by downloading the latest and last Windows [Final] > Windows 7 SP1 [build 7601] > Windows 7 Ultimate SP1 ISO [build 6.1.7601 - July 2009] file from TechBench [make sure you select the correct language and bit type]. Then just remove the ei.cfg file in the sources folder. This will make all versions of Win 7 available.

I haven't been able to delete the ei.cfg file from the .iso. 7z says it's read-only and will not do the delete.
I'm apparently not thinking too clearly but I can't figure out how to get around this one.

Tried this and used the REPAIR option.
In CMD screen typed NET USER
command completed successfully with errors

In CMD screen typed NET USER Administrator active:yes
command completed successfully
In CMD screen typed NET USER Administrator <newpassword>
command completed successfully
exited to RESTART


Tried to login as Administrator
password was rejected.


Ideas?

All Win 7 installation disks are exactly the same for all brands (Home, HP, Pro and Ultimate). The only difference is the \sources\ei.cfg that set one mode as default. If \sources\ei.cfg is removed or renamed, during installation and only during installation it will ask the brand you want to install.
\Sources\Boot.wim has two wizards: Installation and Maintenance and they are the same for all brands.
In other words, you don't need a Home Premium Win 7 installation disk to launch the Maintenance wizard. Any brand will work IF THEY ARE SAME BIT (32 or 64) of the one installed.

I should really have mentioned that to him, but because he said he didn't have Home Premium media, I assumed that he might want to re-install, so I gave him the option to create an all-in-one installation media!

Because those commands applied to the winpe you were booted into - not to the OS installed on your hard drive.

Something isn't well explained. For what I know, it must be at least one user as admin and it isn't possible to turn the only admin account into Guest.
