Unable to Update KB4474419 & KB4489878 Windows 7 Professsional SP1

This is a fresh Windows 7 Professional SP1 x64 install only a week old. The install is on a master HDD and is cloned onto this HDD with Seagate DiskWizard. I tried to update via both Windows Update and manually with the .msu files and I get the message "Failure to Configure Windows Update, Reverting Changes" after the reboot. It was able to update other updates like KB4490628 & KB4486563 during the same session without issue. Ran KB947821 System Update Readiness Tool (SURT) Ran sfc /scanow Link to the CBS.log folder: WeTransfer

Check out my thread, I've reported this before almost anyone else online. I did almost everything on the "Failed to Configure Windows Update, Reverting changes..." microsoft webpage. I can't do a "Clean Boot", I have Windows on a third partition of a hard drive. There's s a lively discussion on microsoft's help boards too...KB4474419 will not install - Microsoft Community
I think if it gets enough attention we might get a fix, so better participate over there...we got 4 months to get this sorted out..

Another issue I am having is that I am not able to add a modem on Windows Fax and Scan since MightyFax no longer works on Windows 7.

You will have to check your GPO's and firewall rules

If this is a domestic use only machine suggest you download Tweaking.com Portable, reset the permissions to the default.

When its cleared MIGHT also let you install MightyFax via Compatability mode

That's what I thought also.


Okay now, so what course of action should I take now in layman's term. I have already checked and inplemented every folder in my C: drive to have all Administrator permission.

Okay tried it three times from a manual install and it still shows the same message Failure to configure Windows Update ...blah ...blah ...blah, but one thing that got fixed was Windows Fax and Scan is now able to add the fax modem which I couldn't do before.

I followed the instructions from that link and added the NT SERVICE\EventLog which shows up as "eventlog" in the Groups or user names and it has Full Control. I noticed that with "eventlog" the check marks are solid black while the other user names like SYSTEMS,Users etc are with gray check marks. Any other things I should try ? Should I run tweaking.com_windows_repair_aio too ?

Okay, I finally fixed it through a series of two actions. I know just doing the first action by MS didn't solve the update, but it did solve the issue I was having with Windows Fax and Scan installing the fax driver.
1. Grant access to the log folder as described by MS:
Access Denied
2. Download and ran a free third party app called tweaking.com_windows_repair_aio that did the trick with repairing Windows Installer, run it in Safe Mode:

That website (tweaking.com) times out on me, unable to reach it at all. Thanks though, maybe it will work later, I'm at my wits end and am just about to give up and reinstall, at least with a march 2019 slipstreamed iso I've made myself, the PITA will be reinstalling everything...

Maybe the above poster's link could be useful, but anyway, since I performed Windows Clean-Up, the system goes way better, but now when I look at my update history, everything's there, but if I look at Installed Updates, almost nothing shows up there, only a few .NET packages, Silverlight and the a couple updates, no security updates appear in there. Windows Backup is also broken, I had to buy O&O DiskImage because I've tried to use free options like clonezilla and others before and the backups also failed, O&O DiskImage works fine, but I have to have their boot disk, yet another dvd-R that will be wasted on something that takes just a couple hundred MB's...
