[1] Open Control Panel.
[2] In the User Accounts and Family Safety area, select Add or remove user accounts.
[3] In your user account, what permission level do you have?

It isn't to Add or remove user accounts, it is tosee what permission level/rights you currently have!

[1] Open a cmd prompt.
[2] Type net user %username%.
[3] Press Enter.

That's kind of true. That account could be the builtin administrator. If you only have one account that you created Windows won't let you demote an admin through users. You have to enable the builtin administrator from computer management and then use computer management to remove admin rights from the other accounts but you have to leave an administrator enabled. The OP's specs show 7 pro. Pro has computer management.

I haveW7Pro, and once I activated builtin admin act, the first pretty blue w7 screen showed admin and user acct. Same result when I activated guest acct - choices appeared in that first pretty blue w7 login screen.

When I set up my OS, I knew nothing about 7. I thought that first one is not the Built-In Admin but the lower-case admin. Or is it different in Pro than in Ultimate?

2. Well said : At Least one a/c with admin privileges is must.

3. To add : At least two user accounts should be there or it will automatically log on or offer to log on to the existing single a/c. ( If you need to create another user account : How to Create a User Account in Windows 7 )

Now that I think back, my first screen was my personal account, admin level. After adding guest, after enabling built in admin, choices appeared.

Open an elevated cmd prompt and . . .

[1] For ALL the Standard User accounts on your computer type => net localgroups users => Enter.
[2] For ALL the Administrator accounts on your computer type => net localgroups Administrators => Enter.

Its poor reporting! The Admin account is VineetGarg & no other a/c is there.
