Admin make to modifications from within a standard user account.

As an admin of Windows 7 workstations, is it possible to invoke a temporary admin login to effect changes from within a standard user's account? . . . as one can do in Linux Mint?

Yes, it's quite possible and quite easy as well, that's the whole point of UAC. By default, when logging into a standard account and a program request admin permissions, UAC will prompt for an admin user/password and that program will then be launched with full access, right from within the standard desktop.

The main benefit and purpose of UAC is to provide that convenience to do such operations without switching desktops completely.

Alejandro85, thank you. Now I know why it didn't work. Because it's a community desktop, I turned off the UAC.
