All EXE files require admin permission to delete and in use

For over a year, all the .exe files say they are in use by another program when the software is trying to update them. For example, if Origin tries to update, it tries to update an .exe file and is unable to because it's currently in use by a different program. Also every .exe file says it require admin permission to delete despite being on on admin user. Trying to access the file's permissions is denied and the only way I'm able to delete is is messing around with the folder's permissions.

I don't know if these two things are related but it seems likely. I've used malware software like MalwareBytes in the past and it didn't find anything. I realize there isn't much info to go off of and it's unlikely anyone has a solution, but just wanted to see if maybe someone else experienced something like this before.

How is UAC set?
C:\Windows\System32\control.exe - User Account Control?

Data user files sould not be a problem unless they belong to another user. Did you reinstall windows and created a different name from the original?

I highly doubt that because I have several. The first is easy, the other two are more nerdy.

First, run OpenedFilesView and then try to open an .exe and see what handle is being used for the .exe. OpenedFilesView - View opened/locked files in your system (sharing violation issues)

Don't do anything like kill its process if you find it! Let me know what you see there and we'll go on further. It could be anti-virus software or something.

NOTHING gets my goat like being told I don't have permission to do something with a file on my own PC, that I built, installed windows on, and where I'm the owner and ONLY user.
One solution is to shut down UAC, by setting it to the very Minumum level. Then download and install "Grant Admin Full Control". When it installs, it inserts itself in your Right Click Context Menu, where you can right click on any file or folder and Take Ownership of it. Then you can work with those files as you wish.
