Dual Booting Windows 7 into Windows 10 stuck on Starting Windows

Any time I boot from my Windows 7 Pro SP1 64 bit physical disc, it says loading files then gets to the Starting windows, but then it stays stuck there. I have tried looking at other threads stating my same problem but it leads no where. I am using a Latitude E5440 with UEFI enabled. Any help please? Thanks!

Are you sure the installation media isn't corrupted ?
Does it work on a different machine?
Another possibility is you might need mass storage drivers for that machine.

Im pretty sure it isn't corrputed, because i can enter the product key online and get the iso. And if I do get the iso and put it on a usb with rufus and boot that, i get to the first restart, then the same problem happens again.

Im sure it isnt corrupted, because I can go to the microsoft website and enter the product key and get a ISO, but if I put the iso on a usb with rufus and put it on the first boot order, same thing happens. Is there some setting I need to change for it to work?
I can try real quick to do it on another laptop if the starting windows screen isnt off in 30 mins, but if there is a answer to why this isnt working it would be amazing.
I also tried downloading that thing you sent, but idk what to do with it now that its installed.
If it helps im installing on a 64gb usb 3.1 flashdrive

Those mass storage drivers might need to be integrated into the installation media.

boot.wim image2 and whatever your image is in install.wim. It is image 3 for pro edition

Or you could try the dell reinstallation media which is already set up for pro edition., It is very large because it is multi language.

Do you have CSM enabled in your UEFI firmware settings? Sometimes if you make a Windows 7 installation USB in GPT, it can sometimes hang on the "Starting Windows" animation because you have CSM turned off.
