It works for me in Windows 10, and in Windows 11.
I used the Offline Installer wlsetup-all.exe from the link at the bottom of this archived page on the Wayback Machine. Don't try installing anything else from Essentials 2012, just Movie Maker/Gallery. You may see an install error reported, if so just ignore it. Look at your Start menu when done and it should be installed and working.
