I have 2 hard drives in Raid 0 but windows 7 isn't letting me boot to my desktop or to safe mode. Is there a way I can transfer the data I have in those hard drives to say, an external hard drive using cmd or something?

If you have a boot dvd from any other OS you probably can transfer the data. with the win 7 dvd it will lock the files and therefor yoou may not be able to copy them

What happens if you unplug one of your drives? Also, make sure that the partition is active. Follow the instructions in this post for marking a partition as active. After you do, run Startup Repair 3 more times.
