I have been getting conflicting ideas here. Some say to check run as administrator and some say to uncheck. I have done both with no change in behavior.

Are you running in Compatibility mode ?? I asked to uncheck that because "Do you want to allow the following program to make changes.." is actually UAC prompt when to launching an application with admin rights. So make sure you uncheck both Compatibility mode & Run as administrator check box in Compatibility Tab.

This seems to have solved the problem. I don't know how compatibilty mode got turned on, I have not turned it on and it is not on on the other Office products. Turning it off and unchecking Run as Administrator as you suggested fixed it.
