google chrome uses a shortcut and gives you a choice of three locations to put it its called "create application shortcuts"
left click the wrench at top right at the extensions bar > mouse down to tools > left mouse to the "create application shortcuts" > and choose what shortcuts you want (for the website you are currently on) desktop - taskbar - start menu

In XP, I think it was called Active Desktop and you could designate a website to be the wallpaper for your desktop or you could have it as an object similar to Vista/Win 7 gadgets.
To get to your question, I don't know if it is possible with Windows 7. I'm on a Vista computer right now and I'm trying to see if it is possible right now.
Update: For what it's worth, I did a search and found an article on Wikipedia stating that the Active Desktop feature was removed from Windows beginning with Vista.

It's not embedding a browser, per se, just the content from one page only. You can't browse with it but at set intervals the content will refresh keeping your "wallpaper" current with the website.
You either have it on your desktop as an "object" similar to Vista or Window 7 gadgets or you can have it full screen as a wallpaper.

What would you like on the desktop (i.e. what website?) although you can not embed it anymore as this was removed in Vista there may be a gadget that relates to the website you would have had.
Such as the picture you posted had Bing, there are gadgets to do a Bing search.

Search for gadgets from the start menu & go to desktop gadgets.
Right click on ActiveDesktop & click add.
You will now see it appear on your desktop as a webpage, which you can edit the size of & add your desired url.
