Sometimes it is the cable but I would check, one at a time to narrow down the problem.

I have the same problem. Whatever I plug into the usb ports does not work. I have uninstall-ed the drivers, unplugged the computer and removed the battery. Then I plugged computer back in and started it. The drivers were reinstalled but devices still do not work. Device manager says they are working. The mouse I am trying to use will flash on for a brief moment then quit on start up. It works fine on another computer.

You didn't provide any specs, but if your system is self-built, make sure that if you're using a front panel USB connection, that the connections are good.

I don't know any specs it is a Toshiba satellite c655. Running windows 7 home premium 64bit. I have been all over the internet. I see a lot of people with the same problem but no solutions that work. Everyone says the same thing uninstall and reinstall the drivers. That has been done. They are the updated drivers. I don't know much about computers but I do know how to check the device manager.

Try re-installing the chipset drivers, which will include the USB drivers.

Perhaps have you set the usb ports to cut-off in the "Power Plan" setting when on battery & wired powered? I would check there before.

Power Plan - Restore Default Settings[2]=Power Management Management

Check whenever about USB settings there in the advanced options.
