This is a rather unsual error message from Windows 7, that cannot even run 16-bits programs, quote:
"Too many other files are currently in use by 16-bit programs. Exit one or more 16-bit programs, or increase the value of files in your Config.sys file."
The only time that this issue shows up is when trying to run a program as administrator from within my standard user account. The "Run as..." could be initiated either manually, or by running a program that requires elevated access rights to the system, such as starting an installation as a standard user.
The error is seemed to be triggered by the UAC, or more accurately the "consent.exe" file that actually locks up the screen and nothing can be accessed. It seems that the system is waiting for input for the UAC, clicking anywhere on the screen results in the typical error sound but nothing else. The "ctrl-alt-del" does bring up a list, selecting log out pops up the quoted error message during the logoff process. Logging back in with the same UID seems normal, until the "Run as..." initiated and the system seems locked again. Rebooting the system clears up this error, but it does come back in an irregular interval. The timeframe could be from an hour, or more, on some days it does not come back at all.
