3rd party software can't create new fodlers

I've had this strange problem since I reinstalled windows a couple of weeks ago. 3rd party programs like winrar for example can't create new folders (you know when you select ectract here or another option to save the files to) If I take an already existing folder then it's no problem (it extracts normally) but it seems it can't create a folder itself. I have another program I use with exactly the same problem. Which makes me believe Windows 7 is blocking this feature.... Any help?

*update* It seems to be bound to 1 hard disk only.... creating on the other drives is no problem...
