Can't create new user accounts "The user profile service failed..."

Hi

I'm getting this error message.
I did a google search and found this: You receive a "The User Profile Service failed the logon
But did not help me. I also did a search here and found a few topics with this error message though they didn't solve my problem either, because mine problem seems to be different.

I can login to existing accounts. But I can't login to new ones.
So when I go to the registry editor there's no folder for the new accounts. They just don't exist at all. Only the existing ones.
I create a new user account at the Users menu in Control panel and they show up at login screen. When I click them, it starts the waiting icon saying "Logging in" then after a few seconds, this error message pops up. I can click OK and then it says "logging off" and goes back to the login screen.


I do have access to an administrator account and a standard account, I can log in to both

I don't have any system restore points before this started happening. i'm using ESET Smart Security as my antivirus but I don't think it's causing the problem, I uninstalled it and it didn't work then either so I reinstalled it back.
Please help me what could be wrong?

Can you yell us when the problem started and were you on the system when it is doing this if so what were you doing when it started.

Got some interesting details:
Code:
Windows can't copy \\?\C:\Users\Default\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm

to here \\?\C:\Users\TEMP\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm 

This error can be caused by network error or incorrect security permissions.

DETAILS - access denied


I found this in the event log


Update2:

It solved the problem. I looked up that file and changed its security permissions: added "Users" as read-only.

I'm leaving this here for reference for others who have the same problem.
