Look at the warranties for both products and their prices. If you want my personal opinion I'd choose MSI cos it looks pretty cool. As for the power supply, it depends on whether you'll be overclocking a bit or a lot or not at all.

If you were in the USA, I'd suggest eVGA. Their support is about as good as it gets, here. As you are elsewhere, it may not matter much.

eVGA recommends a 550W PSU with at least 38A available at +12V. Suggested brands: Antec, Corsair, PC Power & Cooling, Seasonic, Thermaltake. (Alphabetical order.) I've probably left someone's favorite PSU maker off, but these are generally regarded as respectable.

The 680 isn't a power hog for a high-end card. It draws less than 225W.

I have used tech support with EVGA and can attest that they have the best tech support around. How it works outside the US, I don't know, but here there is none better. I have also used MSI tech support, or tried.

Out of the I'd go the MSI. It's a quiet card (even quieter than the reference cooler).

Or you could save a few dollars and go for a 670. There isn't much difference in performance between the two and with an OC, it'll run at stock, slightly OCed 680 speeds anyway.

I would go with MSI due to their coolers being quieter and "cooler" pun intended.

I just switched from Sapphire ATi Radeon HD 6970 (which sounded like an airport) to MSI GTX 670 (which is barely audible over the cpu, psu and case fans)
