I do not see anything that would affect the Start Menu shutdown menu. You might use the tutorial below to search the reigstry for noclose to see if it may have been added to another location.

the term "noclose" does not exist in my registry

Do you have these options in either location below to select to use?
I'll do some more digging in Group Policy tonight to see if I can find another policy that may affect this as well.

I have the shutdown option as a power button action, but not in the start menu.

As a test, create new administrator account to see if they are there. If it does work, then you can just copy the contents of your old account's C:\Users\(user-name) folders into the corresponding new account's C:\Users\(user-name) folders to keep your settings.

If not, the you might see if a repair install may be able to fix it for you.

If still not, then you might have gotten a bad torrent copy. You might dowload the Windows 7 RC directly from Microsoft to be safe instead. You will just need to have a Windows Live ID account to do so from the link below.

Sorry for the late answer, I have been very busy the last few days. I have now created a new user account and this one does not forget my quicklaunch settings. I will now try to transfer my settings.
