A friend is having performance issues.

Hello, my friend is having some performance issues, slow speeds and such. Could anyone tell me what to start with on this forum to give info to anyone? I have access to her computer remotely via TeamViewer. I have already diagnosed her PSU is going bad and CPU needs new thermal paste.
The computer is a HP P7-1074.
