Able to ping out but unable to surf via ip or url

Hi there,

My fiance and I have both been puzzling over this one for a number of days.
I have a Toshiba Satellite L500, running a duo-core cpu and 3gb with Windows 7 Ultimate x64. We are both fairly advanced users and have tried everything we can think of/find with no avail so we are asking for help.

I generally run Firefox as my default browser but we have also tried IE8 with and without add-ons and are getting connection timed out errors and cannot access a website (wirelessly; a hard wire connection works fine). My belkin router is all setup and secured, and my laptop shows I am connected to both the network and internet. I can ping out to google and other sites just fine but I cannot surf using ip or url.

I disabled my firewall completely, ran Spybot, Malwarebytes, and Trend Micro House Call. they picked up a few cookies and such but nothing to affect connection.

We checked all proxy settings on both the router, and the browsers. Reinstalled the browsers. We are getting a valid ip, there are other PC's connected to the router (1 wired, 1 wireless)

I've done a netsh winsock reset, dns flush, reinstalled the wireless NIC multiple times, even tried System Restore.

I'm at my wits end and I'm hoping someone can help before I have to break down and reinstall my Windows.

can you surf when bypassing your router completely?

I can hardwire my laptop to my router and surf with no issues, its wireless that i cant surf when connected to my home network, there is another laptop here thats connects wireless no issue so that tells me its no the router causing the trouble.

did you change the range or frequency at which your wireless is broadcasting?

what security do you have enabled on the wireless router?

do you possibly have an ip blocking program, such as PeerBlock. Possible that http traffic is blocked?

nevermind, it would affect both wired and wifi adapters.

I did try a few different channels as well as different encryption types but its currently set to WPA2 and the other wireless laptop is further away from the router than i am I can see it from where i'm usually sitting in my house

Also my wireless NIC is a Realtek RTL8192E Wireless LAN 802.11n PCI-E NIC, and I am using a Belkin N 150 router

Did you try running without any encryption at all (as a test)? You disabled your firewall, but do you have a firewall on the router? If so, disable for testing purposes. Have you tried another notebook, XBox, or other wireless device to say whether it's the notebook or the router?

I have tried without any encryption, disabled the firewall on my router, and as I have said already there is another laptop with windows 7 x64 that connects wireless without an issue.

I can also ping out to Google and CNN with an average ping time of 32ms. I know there is an issue with my computer, I just cant figure out what and I've exhausted all my ideas.

Type MSCONFIG at the command prompt, and uncheck the startups. Reboot and see if you have better luck.

I have done that as well... I run my computer with the bare minimums it needs to run, not all the access programs I don't need. My laptop boots in under 30 seconds

Okay, you can download a live cd of ubuntu. Boot up and you should have Internet access. If not, it's a hardware problem. If you have access, then you may have to blow out the OS and reinstall.

Have you tried resetting the TCP/ip stack?
netsh int ip reset reset.log hit (reset TCP/IP stack)

Or you could try running this batch file which resets everything.
