Access denied-contact system administrator

I cant open many programs because it says -access is denied-contact system administrator, but each time it tells me that it is blocked by group policy.I cant open system restore for this reason or get commands to work-- they all come up with access is denied.
Dont know what else to try & cant find any solution in the forums.
I am a relative beginner & would appreciate any help & advice here

First of all are you an Administrator on the PC?

Is your PC part of a business domain?

What Antivirus do you have running?

If it is possible for you to do so run Malware Bytes' Antimalware (|MG| Malwarebytes Anti-Malware 1.46 Download)

Yes , I am presumably the Administrator-- no one else uses my PC.
There is no business involved- it is purely for personal use.
I am using Avast Internet Security ( Registered )
I ran Malware & nothing abnormal was found

If your system specs are right, I'm assuming you have a Windows 7 install disc. If so, you can boot from that and click "repair my computer" at the install screen. You can then launch a system restore from there. A tutorial: http://www.sevenforums.com/tutorials/700-system-restore.html

Another thing that comes to mind is the built in admin account, but I'm not sure if you'll be able to enable it or not. Here are two tutorials which describe different methods of enabling it.

I have gone thru all the suggestions & everything I click on comes up with- access denied by Group Policy, contact System Administrator. So I cant change anything!
Will now try using the Windows 7 CD but am a bit timid to do this, as not sure how to go about it. Here`s hoping.

Max, as long as you don't click anything with the words delete, format or install, and follow the instructions in the tutorials, you are guaranteed not to lose any data.

I tried the Windows 7 Disk but couldnt do anything--got " Catastophic failure error 0x80070057 ". Another report said " you must enable system protection on this drive "
It looks as though my drive has had it!!!!
Everything says you need to contact system administrator or the program is blocked by group policy, so I cant access anything. Even the Avast Internet Security & Firewall have stopped working now.

Not sure if it is the HDD, install, mobo, or what. But it is definitely a pretty bad problem.

The term catastrophic failure is occasionally used in computer software to indicate an unexpected error from which the system cannot meaningfully recover. This usually results in a screen of death.

Maybe someone else will have more info/suggestions.

If you know where all the data you really need is I would recommend making a Linux Live CD and through that moving all files that you require (even ones you ge the Admin problem with on Windows) onto an external drive/DVD.

Instructions on how to do so can be found here https://help.ubuntu.com/community/LiveCD#Preparing your LiveCD (if you can't do it on your PC try and borrow someone elses to do it.

After all your data is backed up, format your drive and re install Windows.

It's not an ideal solution but something is really really wrong with your PC.

I have installed Windows 7 over the previous version & its all working OK now.Still finding my programs to reinstall. But there is a new problem-- the slave IDE drive does not show up . Its not in Devices or the Bios.
Any suggestions here please

Hi Max,

Check the cable connections to the drive - unplug them and then reconnect them. Check the jumper setting, it should be on SL. See if it appears in your BIOS now. Until it appears there, it will not appear elsewhere.

Unfortunately, the slave IDE drive still does not show.
It happened to me before when I had to reinstall Windows 7 & somewhere I came across a page which allowed me to enable it !!!!
