Activation Error 0x8004fe21, Windows 7 Professional

I have been using this Dell XPS tower as the original owner for several years. I have upgraded the graphics card, RAM, and internal HD over the last 12 months or so. The internal HD was upgraded/cloned from the original HD that came with the machine, this last Saturday night (5/11/13). After this was done the system ran fine with no errors for about 12 hours and then the first of many Activation Errors, not genuine software dialog boxes popped up. I tried the MS telephone support for activation/genuine software issues and supposedly the error was fixed. Later that evening, another dialog boxed popped up. Under the System Properties, it says that "Windows is activated"

Yes, one right after the other. I am running on the third restart following the Intel Chipset update. I also went to the Intel website after the third install to verify that the latest drivers were installed and it verified that the install was done and all Intel drivers were up to date.

Where the IRST drivers fail to cure the problem, the usual solution is to rebuild the CATROOT2 folder.


Please run the following commands in an Elevated Command Prompt

NET STOP CRYPTSVC
REN C:\WINDOWS\SYSTEM32\CATROOT2 CATROOT2OLD
NET START CRYPTSVC


once complete, leave the system alone for at least an hour to rebuild the database, then reboot, and run another MGADiag report.
Note that this may delete your Update History - but all updates will remain installed, and can be viewed in the Installed Updates listing.

This means that the source of the error could be very difficult to trace - but hopefully not impossible :)


Please run a full CHKDSK and SFC scan....

Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.

At the Command prompt, type

CHKDSK C: /R

and hit the Enter key.
You will be told that the drive is locked,
and the CHKDSK will run at he next boot - hit the Y key, press Enter, and then reboot.

The CHKDSK will take a few hours depending on the size of the drive, so be patient!

After the CHKDSK has run, Windows should boot normally (possibly after a second auto-reboot) -
then run the SFC.

SFC -System File Checker - Instructions
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.

At the Command prompt, type

SFC /SCANNOW

and hit the Enter key

Wait for the scan to finish - make a note of any error messages - and then reboot.


Copy the CBS.log file created (C:\Windows\Logs\CBS\CBS.log) to your desktop (you can't manipulate it directly) and then compress the copy and attach it to your reply.

Post a new MGADiag report with details of any error messages encountered.

I did the CHKDSK check, after about 30 hours of it running, lost power in a pretty good thunderstorm. After system rebooted it ended up in a loop at restart: Windows Logo, quick flash of a BSOD, Auto restart, repeat over and over.

I was able to boot to old drive that I had cloned from on Saturday May 11, 2013 and it ran the CHKDSK on the new drive and fixed a bunch of errors, I didn't check that log. I can reboot to old HD and check those logs if needed.

I have attached the CBS.log you had asked for.

It is still coming up with the "This computer is not running genuine Windows" and showing that it is activated under the system properties.

After running the SRC scan twice, the log file does not show that it was modified on the 16th, but the 15th (yesterday). In the CMD.EXE window the following error message shows up: "Windows Resource Protection found corrupt files but was unable to fix some of them."

I have attached the CBS.log file that is located where the scan says it is.

PS, I can't do any Windows Updates either. It keeps telling me that I need to restart to enable service.

Historically, where the IRST drivers have failed, and the CATROOT2 rename has failed, we've been unable to fix it without a repair install.
The only error in the SFC log is a fairly common one...

This may be solved by running CheckSUR...

Please download and save the CheckSUR tool from http://support.microsoft.com/kb/947821
(you'll need to look in the details for Windows 7, downloading from the Microsoft Download Center)

Run it - The tool can take anywhere from 5 mins to a couple of hours to run (or 'Install') depending on how much it has to do, and may exit silently - it may appear to freeze for most of that time, but be patient.
The result is logged in the C:\Windows\Logs\CBS\CheckSUR.log file - and an archive …\checksur.persist.log file

Then zip the CheckSUR.log and upload it in your reply.
